Codes apply to pillow plate
The inflated plate on a vessel is pressure equipment. The welding machine has its own CE file. PED and ASME sit in the fabricator’s dossier, supported by burst tests.

Who signs what
Keppels manufactures the welding machine and can also supply plates. The tank builder is normally still the manufacturer of the vessel. FDA / 3-A / EHEDG are vessel rules; laser welding helps because the product face stays unmarked. WPS/PQR can cover PED and ASME in one sample plan.
